The Southern Africa Development Community (SADC) has recognized the pivotal role of enhancing its regional freight transport network in reaching its development objectives. To this purpose, the adoption of Short Sea Shipping (SSS) has emerged as a feasible approach. This paper is dedicated to investigating and implementing a methodology for the systematic planning of a regular liner route connecting a network of ports, while taking into account the efficient distribution of cargo within the hinterlands of these ports via the road infrastructure to their ultimate destinations. This study leverages a sophisticated numerical tool for the economic evaluation of a SSS based transport chain. It builds upon a model of the existing transport infrastructure, encompassing roads, ports, and maritime routes. A case study is presented, focusing on a route that links ports within Southern Africa. The findings support the idea that, given the current logistics landscape in the region, implementing a SSS route would be a profitable investment. If freight rates were more aligned with international levels, the route would not be feasible, partly also due to the elevated port costs in the region.
