The maneuvering target identification and tracking are important aspects of the future navigational systems. Therefore conventional navigation systems are equipped with Radar based systems. However the Radar systems are inherited with practical problems especially with the close proximity target and weather and environmental conditions as discussed in this study. Therefore Laser Measurement Systems (LMS) based system has been proposed in this paper to overcome the problems faced by the conventional Radar systems. Further, the capabilities of LMS based systems to measure accurate distance in close proximity as well as to observe the shape and size of the target are illustrated in this work. In this study, each Target have been approximated for clustered data points and Competitive Neural Network (CNN) approach has been proposed as the tracking method for each target. Further successful simulations and experimental results of target identification and tracking that are tested on the platform of SICK LMS also presented in this paper.
