Salvador, R., Simões, A. and Guedes Soares, C. , “Participative approaches in the Portuguese maritime cluster”, Maritime Technology and Engineering, Guedes Soares, C. & Santos T.A. (Eds.), Taylor & Francis Group, London, UK, pp. 149-154

As a public good, sea must be enjoyed and preserved according to the majority of citizens’ will. In order to do that, marine and maritime resources management must be accomplished through participative and democratic processes. It is through actors’ empowerment that participative methods increase the probability that correct decisions are taken and well-succeeded results reached. The United Nations Educational, Scientific and Cultural Organization (UNESCO) established the “Community-Based Strategy” (CBS) as the best approach to encourage leadership and full social involvement, particularly in risk conditions and economic crisis. The paper presents both the results of an inquiry launched to the “Maritime Economy Entrepreneurship Forum” (MEEF) members (companies and institutions) and the synthesis of different experts’ opinions, based on a Delphi panel type methodology. Based in these results, the authors propose a maritime cluster planning strategy.
