The armed forces have always felt the imperative of innovation in response to the perception of some strategic problem posed by the dynamics of conflict. Research was the means to achieve the objective of solving the problem and innovation the result. There is often confusion between objectives and results. Instead of aiming for profit, long-term profitable organizations consistently deal with strategic problems. By analogy, organizations that focus on identifying and solving strategic problems have innovation as a result. Strategic problems may only exist in the mental models of top leaders. They may be too vague to have precise meaning yet be specific enough to cause discomfort. However, they cannot be faced, because the body of knowledge in strategy lacks the means for their adequate diagnosis and solution. Destruction means recognizing that current approaches do not help cope with strategic problems. Creation means adopting the mathematical modelling methods, common in Systems Engineering, to gain knowledge about symptoms, to obtain and validate solutions, and to formulate implementation policies. The drawback of this approach is it needs to be taught before it can be widely adopted. A NATO case study illustrates such concepts.
