The ISM Code requires the safeguards to be established against all identified risks and the procedures for response to potential emergency situations. This paper offers an risk based methodology which requires that all risks are identified and evaluated, that suitable controls are in place to manage these risks, and that the line management has responsibility for the tasks which ensure controls are effective at all times. As the result, an effective safety management system can be developed, and the proactive approach to safety demonstrated.
