Safety and Economic Assessment of Integrated Management of Multimodal Traffic in Ports (INTRASEAS)

The project is aimed at the implementation of appropriate software simulation tolls for the analysis of the operational efficiency (performance) and safety of port contained terminals and of port-related intermodal transport, including the hinterland transportation chain, with the general scope as described within the 4th R&D Waterborne Transport Programme, at the reference number 6.1.3- Task 8. These simulation tools are tested, validated and calibrated using specific real operational data.
The above mentioned simulation tools are intended for the representation of various physical configurations of an intermodal transportation chain involving ports and container Terminals, their interfaces with infrastructure, transport and throughputs, and a number of hinterland networks.
The objectives of the simulation are the modelling of various possible management schemes and assessment under the following headings: procedures associated with transport regulations; operators organisations; the content, quality and volume of the information to be collected, store and processed; the quality of service; performance evaluation; operational costs; transit times; quality of services and safety.
Within IntraSeas the simulation, tools are used to analyse the configuration of the terminal/network infrastructure, equipment and interfaces to determine what improvements to the current situation are possibly and to determine the impact of those changes.
Following the above basic goal, the project is aimed at the following specific objectives: to develop concepts and criteria for the assessment of multimodal operations as related to a Port Container Terminal and the hinterland transport network; to develop objective criteria and parameters for classification/quantification of costs & benefits; to make use of simulation tools for the analysis & comparison of different solutions; to provide application of the above simulation tools in a concerted way involving 6 EU ports and 3 types of goods,and, through the above, to contribute to the feasibility analysis and to the optimisation along the transportation chain from port to port of new possible solutions for intermodal management strategies, to define alternatives and key aspects in the practical implementation of multimodalsystems, to highlight and standardise common issues.
The work to be carried out involves modelling, software implementation, assessment and optimisation of operational procedures. The many scientific and operational issues will be addresses using, in addition to the well consolidated knowledge of the participating contractors, the consultancy of experts, port/terminal operators, multimodal users of a number of European ports.
