Ports are vital to trade and transport in the EU and its global competitiveness increasingly depends on an efficient and cost-effective transport and port system. Therefore determining operational and performance standards for a port and terminal is a many-faceted task with a direct benefit to stakeholders, the most important being the port and terminal managers. Other stakeholders, such as cargo owners, will want to know how the port or terminal they are using or propose to use measures up to alternatives that may be available. Similarly, ship operators will want to know how a port or terminal compares to the industry norm and, if necessary, how performance standards are likely to be improved. Therefore in this study an analysis of previous European studies related to improving efficiency in ports was performed with the objective of setting standards and benchmarking methods for EU small to medium size ports. The collected data was used as a basis for the definition of preliminary benchmarking parameters and standards for Ports and Terminals. This allowed to identify deficiencies in a specific port or terminal and identified the most suitable remedies to meet the performance needs of the port or terminal in form of recommendations.
