The concept “highways of the seas” was introduced by a White Paper on European Transport Policy in 2001, proposing the development of infrastructures, simplification of the regulations framework for the creation of one-stop offices and integration of legislation, in order to create authentic highways of the seas, with the aim of reducing road transport. Notwithstanding this proposal, and after a seven year wait, the development of the highways of the seas or of other alternatives to road transport has not met with expectations, in spite the considerable efforts and financial resources that have been dedicated to this objective. It is well known that maritime transportation is substantially more economical than road transport, however, the market appears to be reluctant to transfer cargo from the former to the latter. This paper identifies the principal commercial and regulatory barriers which limit the development of the highways of the seas and proposes measure to overcome them.
