The European Union (EU) has been promoting, for many years now, the competitiveness and sustainability of supply chains as a way to enhance the development of a common market and reduce the external costs related to freight transportation. Considering tis, it is well known that transport modes such as short sea shipping (SSS), inland waterways and freight railways can provide significant advantages. A sizable number of solutions related to intermodal transport has been stimulated throughout the years under different financing programmes, starting from 1992. Programmes such as PACT, Marco Polo I and II, Motorways of the Sea and TEN-T have provided funding for such innovative solutions. Intermodality has also attracted significant interest from academia, resulting in a substantial body of literature, which has reviewed all this material and interpreted the reasons for the successes and failures of intermodality of SSS in the EU, namely Baird (2007), Styhre (2009), Douet and Cappuccilli (2011), Baindur and Viegas (2011), Aperte and Baird (2013) and Ng et al. (2013).
