The European Union (EU) transport policy has for many years now promoted intermodality and the use of transport modes which have less negative consequences for the environment, health and well-being of European citizens. The main focus has been on shifting freight transport from the road to other modes of transportation (or combinations of modes), see European Commission (1999). This is especially important as a substantial increase in road freight transport of 40% by 2030 and 80% by 2050 was forecasted by the European Commission (2011a). in parallel, the roadmap towards a single European transport area, which was outlined by the European Commission (2011b), greatly emphasizes the competitiveness and sustainability of the transport system, namely setting a 60% GHG emissions reduction target. The same reference also sets a target of reducing CO2 emissions from maritime transport by 40% (if feasible 50%) in 2050, compared to 2005 levels.
