Short sea shipping (SSS) has been for many years now an important component of transport policies in the European Union (EU). It is useful first to review its definition, which may be found in, for example, European Commission (1999). This communication indicates that SSS is the transport of cargo and passengers between the Union and non-Union ports of countries along the Mediterranean Sea, the Black Sea and the Baltic Sea, Norway and Iceland, including national and international traffic along the coast and up to islands, rivers and lakes in those countries. The same document idnciated whtat feeder services (typical in the container market)n are also included int he definition of SSS. The concept of SSS also includes routes, which traditionally were considered as maritime cabotage. The Council of the European Commission (1992) defines maritime cabotage as transport services within a member state, inclding mainland cabotage, offshore suplly serivces and island cabotage.
