First Order Reliability Methods (FORM) are now current approaches in structural reliability assessment. They are time invariant models that deal with random variables as models of the governing parameters of the problem under study. Many applications have been made with these models, a significant part of them as tools for design decisions. The design decisions, although made before the start of the operational phase of a structure, will have a major impact in their reliability during their lifetime.
Normally structures will degrade their structural performance during lifetime in a way that depends on its nature. Typical degrading phenomena are corrosion and fatigue. Maintenance will compensate for the degrating effects and is perfomed during the structures' lifetime following criteria that varies from industry to industry, and which have evolved with time.
