The paper studies the economic features and territorial implications of the potential offshore energy cluster in Portugal, originated by investments in wave and wind energy prototypes located at Pico Island, Aguçadoura and Peniche and by other projects expected to be launched in the near future at São Pedro de Moel, Peniche and Viana do Castelo. The methodology used is both qualitative and quantitative. The qualitative approach follows Michael Porter “diamond” model, analysing its four points (factor conditions; demand conditions; related and supporting industries; and firms’ strategies, structure and rivalry), as well as its “external” factors (history and public policies). The quantitative approach will use the input-output model estimating inter and intra-sectorial commercial relations as well as the direct, indirect and induced effects on output and employment (Keynesian multipliers type 1 and 2) derived from offshore energy investments.
