The article analyses the emerging Portuguese maritime cluster and the challenges faced to its development. Due to the enlargement of its continental shelf area result of the current United Nations negotiations - the country is expected to control a space of about 2.1 million square km, more than 40 times its land extent. It adds that the Integrated Maritime Policy for the European Union requires the creation of a maritime cluster. It should include both traditional (fishing, canning industry, shipbuilding, maritime transports), and modern sectors (wave and tide energy, biotechnology), in a country that is not known for a high level of social capital or its capacity of developing joint efforts. As a consequence, a growing importance is attached to the study of the Portuguese maritime sectors and the challenges faced by the cluster launching process. The paper estimates the sea economy weight in GDP and total employment, as well as the value of the commercial relations between the Portuguese maritime sectors. The respective multipliers, linkages and influence fields values are also evaluated. The main difficulties in the cluster launching process are assessed both trough an inquiry to the “Forum for Entrepreneurship in Maritime Economy” and a two-round Delphi panel. Finally, the emerging Portuguese maritime cluster is classified at the light of a recent clusters typology.
