This paper presents the background to the development of a Maritime Virtual Enterprise Network, which is a standard-based infrastructure for the management of maritime processes integrating state-of-the-art information and communication technology. This virtual organization aims at improving the effectiveness of the communication between the ships and their logistic support organizations, leading to reduce out-of-service time for ships in operation, as well as to increase the competitiveness of the participating companies. It is aimed at developing a toolkit that models facilitates and co-ordinates the interaction between companies forming a virtual organization in the maritime industry. The toolkit will be validated in two separate scenarios: planned maintenance and emergency repair. The concept of virtual organization will be presented here, emphasizing the main aspects that govern the development of the toolkit that will enable the functioning of the organization. The legal aspects that are involved in this mode of operation will also be discussed. The concepts discussed in this paper deal with the emergency repair scenario. The work process requirements after a ship accident are identified and discussed. The development of an appropriate data model is addressed, including the identification of information objects, relationships and data formats. Data modelling based on UML and EXPRESS is briefly described referring to some examples.
