This paper proposes a model for solving the combined inventory management and routing problem with weather windows posed by the deployment of shuttle tankers for the transport of crude oil from Floating Production Storage and Offloading (FPSO) installations to onshore terminals in the offshore oil and gas industry. Weather windows are the result of operational constraints posed by relevant metocean conditions, most importantly, the significant wave height, which dictates a threshold for the feasibility of offloading operations at FPSO units. A description is made of the problem and of the underlying mathematical formulation. The problem is solved by branch-and-bound. The model is to be used as an operational planning tool. Some of the most significant limitations of the proposed model are directly related to the accuracy of the wave forecasting models. As result, the use of a robust optimization approach to increase the reliability of the model as a planning tool can be presented as the most significant topic for future research.
