Surface gravity wave interaction with a moored finite floating elastic plate in the presence of a submerged horizontal flexible membrane is analysed based on small amplitude linearized water wave theory and structural response in finite water depth. The analytical solution for the physical problem is obtained using the eigenfunction expansion method and the application of orthogonal relations in open water region. In order to check the accuracy of the eigenfunction expansion method, the convergence of the series solution is demonstrated by computing the values of the complex amplitude of the reflected waves. Several numerical computations on reflection coefficients are performed to study the combined effect of mooring stiffness and submerged horizontal flexible membrane on the floating elastic plate. It is observed that the reduction of hydroelastic response of floating elastic plate depends significantly on the mooring stiffness and suitable positioning of the submerged horizontal flexible membrane.
