A description is made of the need of probabilistic models of weather windows for the planning of marine operations. The significant wave heights (Hs) in the range 1.5-3.5 m are considered as maximum environmental conditions and a study is made by analysing the winter months from two data sets (1958-68 and 1968-78). To formulate a functional relationship between waiting time and threshold wave heights (hac) and to estimate average and average maximum wave height persistence, several probability distributions are fitted to the 10 years significant wave height data. The model parameters are computed by the method of L-moments and the goodness of fit is ascertained by the Z-test (at 95% level), from 500 simulations of the sample data, and by Q-Q plots. Discrepancies between the computed and estimated persistence and waiting time of hac are within reasonable limits.
