In Portugal, the national contingency plan for the combat of pollution at sea (“Plano Mar Limpo”) establishes the way to respond in case of an oil spill or other accident at sea involving dangerous substances for the marine environment. To put this plan into action it is necessary to handle a substantial amount of information need to be managed to support the various decisions that need to be made at the operational level.
