Current threats and conflict patterns give meaning to strategies for adopting security and defense technology. Three major risks are often overlooked during strategy building. These are the risk of mismatched requirements, the risk of supplier dependence, and the risk of long life cycles. Describing the dynamics that originate them suggests looking at strategy from an engineering perspective. The tools to engineer a strategy come from standard Systems Engineering and industrial risk analysis. Their use helps shorten cycle times, which in turn helps reach goals and respond effectively to threats. Strategic risks are influenced by, but should not be confused with, well-understood risks incurred while implementing any chosen strategy. The results are general and also applicable to business settings.
